Senators cite civic groups’ budget review role

SENATE President Sherwin Gatchalian commended civil society groups for using technology, artificial intelligence, and coding to speed up their review of the national budget, announcing that the Senate has included a link to an independent study on its official Senate Budget Transparency Portal. The landmark initiative aims to provide the public with greater access to external analyses of the proposed P7.2-trillion national budget for 2027. During the Committee on Finance hearing on Monday, Oct. 26, Gatchalian cited a specific analysis prepared by the civil society organization (CSO) BetterGov.ph, which he described as “detailed, granular, and easy to analyze.” Gatchalian noted that BetterGov.ph managed to release its comprehensive analysis just one day after the General Appropriations Bill (GAB) was approved on second reading. This rapid turnaround, driven by digital tracking tools and AI, allowed lawmakers to begin scrutinizing the massive measure much earlier than in previous budget cycles. He emphasized that the study was uploaded to the transparency portal to help the public examine the nuances of government spending beyond the standard, dense official documents provided by the Senate. Historically, processing thousands of pages of line items would take groups up to two weeks, but technology has compressed that window into a single day. The integration of third-party digital reviews comes at a critical time, as Congress deliberates on the Marcos administration’s final full-year spending plan. Anchored on the theme “People-Centered Growth for an Inclusive and Resilient Future,” the proposed P7.2-trillion budget represents a 6 percent increase from the 2026 fiscal plan and makes up roughly 21.7 percent of the nation’s gross domestic product (GDP). Social services claim the lion’s share of the 2027 allocations at P2.456 trillion — funding critical programs in education, healthcare, and social protection. Meanwhile, economic services follow at P1.833 trillion to drive infrastructure and agricultural productivity. Given the unprecedented size of the budget and recent strict Supreme Court rulings on spending limits, both senators and watchdogs have underscored the necessity for airtight, itemized oversight. Transparency portal First launched on Sept. 1, 2025, to track the 2026 national budget, the Senate Budget Transparency Portal was designed to spearhead a “golden age of transparency” in local governance. In its initial iteration, the platform served primarily as a digital repository, hosting live streams of committee hearings, plenary debates, and official documents like the National Expenditure Program (NEP) and comparative budget matrices. However, Gatchalian previously acknowledged that simply uploading massive raw data files amounted to an “information dump” that ordinary citizens struggled to digest. To transform the portal from a static archive into an interactive accountability tool, the Senate expanded its features. The inclusion of direct links to independent trackers developed by groups like BetterGov.ph and the People’s Budget Coalition marks a major step forward, giving users accessible dashboards to spot potential spending flags. Institutionalizing civic oversight Finance Committee Chairman JV Ejercito echoed Gatchalian’s sentiments, asserting that accessibility is only the first step in true government oversight. “Transparency is more felt when people can actually use the information to ask questions and hold their government accountable,” Ejercito said. Gatchalian encouraged other CSOs and specialized budget watchdogs to submit sector-specific reviews, particularly in education, health, and infrastructure. By institutionalizing these tech-driven partnerships, the Senate aims to protect the integrity of public funds and guarantee that the 2027 budget directly responds to the immediate needs of the Filipino people. One trillion pork Sen. Panfilo Lacson said the fight for a clean national budget must continue with the help of civil society groups to expose questionable spending. Lacson said a Senate hearing with budget advocacy groups reinforced his resolve to protect public funds, despite the troubling issues raised by the advocates. “Yesterday’s budget hearing left me torn between despair and hope. Engaging with diverse advocacy groups, both young and old, united as guardrails for public funds was truly inspiring. As a steadfast budget vanguard myself, it has further strengthened my resolve,” Lacson said in a social media post. “From One Trillion March to One Trillion Pork — and all the way to Payatas!” he wrote, referring to the site of a city jail where officials accused of corruption are detained. Lacson described Monday’s hearing as a paradox, saying the concerns raised by CSO representatives initially made him question whether there was still hope for the country. “I sensed a paradox in the hearing. On one end, after hearing the corruption they described, is there still hope for the nation? But after hearing their passion and advocacy, I thought there is still much hope for the nation,” Lacson said. Lacson said he was considering inviting the CSO representatives to the bicameral conference committee hearings, where they could serve as a “cheering squad” for lawmakers pushing for a transparent budget. He stressed that CSOs help senators scrutinize the proposed budget and identify questionable items that lawmakers and their staff might otherwise miss, describing their contribution as a “multiplier effect.” “Without you, we cannot do the job. Our staff are dedicated but they cannot comb through all the items in the budget in a short time. You are our multiplier effect,” Lacson told the advocates.
